Nigella's Soft White Dinner Rolls (from FEAST) are small rolls that are good for dinner but also for breakfast or lunch. The dough is slightly enriched as it contains both milk and butter, which partly gives the rolls their soft texture.

The recipe uses plain (all-purpose) flour and this is correct. This has less gluten than strong white (bread) flour and also means that the rolls have a softer, slightly closer texture than standard bread rolls.
