Boil the water, sugar, ginger, vinegar and teaspoon of butter for 3 minutes. Mix the rest of the ingredients to a dough, and add to boiling syrup in spoonfuls. Put on lid, turn down to low heat and cook for 5 minutes. DO NOT STIR. Remove from stove and serve with cream, custard or ice cream.
