Our answer

Nigella's Ginger And Walnut Carrot Cake (from AT MY TABLE) is different to the spongy American-style carrot layer cakes. It has a denser, moister texture that is studded with pieces of walnut and nuggets of ginger.

The combination of baking powder and bicarbonate of soda (baking soda) gives a little lift to the cake, but less than you would have with self-raising flour. So our preference would be to use plain flour, if at all possible. If self-raising flour is your only option then you could try it and omit the baking powder and bicarbonate of soda, but please note that it will change the texture of the cake slightly and as we have not tried the cake with self-raising flour, we are unable to guarantee the results.
