Shake the flowerheads to remove insects. Put the water in a large saucepan and bring to the boil. Add sugar and dissolve. Add grated rind and sliced lemon and citric acid. Put flowerheads into a large bowl and pour over the boiling water. Leave for at least 12 hours covered with cling film. Sieve the liquid and then strain through muslin or clean tea towel. Pour into sterilised bottles.
