Beat powderd egg whites, with a eletric mixer,the water and cream of tartar until combined. Add the sugar slowly and beat at medium speed until combined. Increase speed to high and beat until icing is thick and flossy, about 5 minutes. Wrap styrofoam topiaries with foil. Use the Royal icing as your 'glue'. Spread icing directly onto the foil and stick the cookies on. Start from the base and work your way up, 'glueing' a small amount at a time (this prevents the icing from drying out.) Continue until you reach the top of the topiary mold.

These are sooo easy to make and always are the star of a party!

- royal icing
- 2 boxes meringue cookies
For the Royal Icing
- ½ tablespoon powdered egg white
- ¼ cup warm water
- 1 pinch of cream of tartar
- 2 cups confectioners' sugar
