The recipe for Nutella Cake calls for hazelnut meal. Is this just ground up hazelnuts? Could you use flour as a substitute instead?

Nigella's Nutella Cake (from HOW TO BE A DOMESTIC GODDESS) is a chocolate and hazelnut cake with added Nutella and is gluten-free. The cake is made with ground hazelnuts.

Ground hazelnuts may be labelled as hazelnut meal or hazelnut flour. The difference between the two is that hazelnut meal is made with skin-on or natural hazelnuts and hazelnut flour is made with skinned or blanched hazelnuts. For this cake either can be used, so just use the one that is easiest to find in your local store. If you have to grind your own hazelnuts do this carefully as if you process them too much you can get nut butter. We suggest processing in short bursts and stopping as soon as most of the nuts are finely ground. If there are any large pieces, pick them out of the main body of ground nuts and then process the larger pieces again separately.
